We can provide you with parcel services to any city in Romania, provided that each parcel complies with the mandatory rules and regulations.

The estimated delivery time is 4-5 weeks from the departure of the containers from Montreal.

The reception of the parcels and the preparation of the shipment by the Canada Expedite representative is conditional upon the presentation of the following details about the recipient: EORI code, CI copy, email address and phone number as well as the full delivery address!

Also, parcels that must be cleared (with a value greater than 45 Euros) must always be accompanied by an invoice.

A tracking number will be available when the parcel is shipped from our office in Romania to the recipient.

Recommendations

  • In the packaging process, only cardboard boxes should be used, regardless of size.
  • The maximum weight accepted for each individual parcel is 30 Kg.
  • It is recommended that the package size, the sum of the 3 sides (Length + Width + Height) does not exceed 170 cm.

EXAMPLE:  170 cm (60 cm – 60 cm – 50 cm) volumetric perimeter size corresponds to 30 kg physical weight.

Volumetric calculation formula (L x W x H : 6000) 60 cm x 60 cm x 50 cm: 6000 = 30 kg

If the volumetric weight is greater than the one by weighing, the volumetric weight will be taken into account.

Parcels that exceed the maximum weight or dimensions are also accepted, but they will be considered oversized or volumetric and will be charged according to the rules for these situations.

PRICING

  • The minimum rate per box is 45 CAD, with a minimum weight of 10 kg.
  • If the minimum weight of 10 kg is exceeded, CAD 2 is added for each extra half kilogram.

Oversized or volumetric shipments will be charged additionally for handling – 60 CAD.

This fee is applied because the Labor and Protection Code of both Romania and Canada stipulates the need for the use of additional personnel for the handling of heavy or bulky parcels.

  • The insurance of 50 CAD is included in the transport price for standard parcels with a maximum weight of 10 kg, and the declared value of 45 EUR.
  • Customs representation: CAD 10 / power of attorney and customs declaration per recipient, if the value declared for customs is up to 150 Euros. If the value declared for customs is over 150 Euro, in this case a fee of 100 CAD / power of attorney and customs declaration per recipient is applied.

CUSTOMS TAXES AND CUSTOMS FREE

When handing over the parcels, it is the responsibility of the customers to declare on their own responsibility the contents of the parcels, as well as the real value of the contents.
If during any customs control or over-control carried out in Canada or Romania by the customs authorities, a discrepancy between the declared goods and the content is found, retention measures may be applied to the goods not declared properly or customs fees may be applied according to the customs tariff in force.

Goods sent by parcel by a natural person from a third country to another natural person located in the customs territory of Romania are exempted from the payment of customs duties, subject to the following conditions: 
– they should not be of a commercial nature;
– whose global value does not exceed 45 euros/shipment, including tobacco products, alcoholic beverages and perfumes. 

Parcels that meet, cumulatively, the following conditions are not of a commercial nature: 
– have an occasional character;
– contain goods intended exclusively for the personal use of the recipient and his family;
– contain goods that by their nature or quantity are not intended for sale; 
– are sent by the sender to the recipient without any payment obligation.

The customs authority has the power to impose its own values for import and export customs duties. Parcels that must be cleared (with a value greater than 45 Euros) must always be accompanied by an invoice. Once the parcels have arrived in the country of destination, but before the goods are delivered, the recipient pays all the duties imposed by the Customs.

The customs debt (customs fees + VAT owed to the Romanian State) can also be paid by the Sender at the time of depositing the package in Canada, by signing a Power of Attorney that gives us the right to represent you in order to carry out all customs and fiscal formalities in Romania.

If the Romanian customs authority requests, then the recipient will also have to sign a power of attorney for customs representation, in order to carry out all customs and fiscal formalities in Romania.

Upon arrival in Romania, the container is opened by the customs authority who checks and determines which parcels are free from customs. Those with customs clearance are given for delivery, only when customs finishes checking the entire container.

PARCELS WITHOUT CUSTOMS FREE:

  • any parcel with a declared value greater than 45 Euro / 60 CAD. In this case, the customs commissioner calculates the customs debt, we communicate it to the recipient, the recipient pays, the parcel receives customs duty free, we deliver it (only after a reasonable number of duty free parcels have accumulated);
  • the customs debt (customs fees + VAT due to the Romanian State) can also be paid by the Sender at the time of depositing the parcel in Canada, by signing a Power of Attorney that gives us the right to represent you in order to carry out all customs and fiscal formalities in Romania.
  • any parcel undervalued by the sender. In this case, the customs/customs commissioner recalculates the value of the parcel, possibly asking the Recipient to declare the value of the parcel, the customs commissioner calculates the customs debt, we communicate it to the recipient, the recipient pays, the parcel is cleared from customs, we deliver it (only after a reasonable number of duty-free parcels will accumulate).

The customer is directly responsible for the contents of the parcels he sends.

Canada Expedite disclaims any responsibility for the contents of packages sent by the customer.

If the Romanian customs authority requests, then the recipient will also have to sign a power of attorney for customs representation, in order to carry out all customs and fiscal formalities in Romania.

For any measures taken by the customs authorities to re-evaluate the contents of the parcels, retention or customs taxes on the shipped products, the customer must directly appeal to the customs authorities by contesting the measures taken by the customs.

According to the rules and regulations in force, we do NOT accept the following goods and categories of goods:

  • Live animals;
  • Firearms;
  • Ammunition;
  • Items of exceptional value (eg works of art, antiques, precious stones, gold and silver);
  • Money, negotiable instruments and prepaid credit cards;
  • Alcoholic beverages;
  • Exceeding jewelery and watches 500 CAD value (not imitation jewelry and watches);
  • Furs;
  • Ivory and ivory items;
  • Dangerous goods/Materials (according to IATA rules);
  • Perishable goods;
  • Pornographic materials;
  • Animal skins (wild);
  • Plants;
  • Seeds;
  • Tobacco and tobacco products;
  • Explosives;
  • Gases;
  • Flammable liquids;
  • Flammable solid substances;
  • Toxic or infectious substances;
  • Radioactive materials;
  • Lithium batteries etc..

EORI CODE

The EORI number is a unique number in the European Union, which the customs authorities or other authorities designated by the member states assign to economic operators and other interested persons, in order to use it starting from July 1, 2009 for all customs operations carried out by them throughout the territory European Union. 

Who is obliged to obtain the EORI number? 

  • Economic operators (persons who, as part of their professional activities, carry out activities regulated by customs legislation, such as import, export, transit, storage, representation operations, as well as operations prior to the arrival/departure of goods entering/removing from the territory EU); 
  • Persons, other than economic operators, who import/export goods to/from the EU.
  • For parcels with a declared value over 700 EUR/1000 CAD, it is mandatory to obtain the EORI code.

The procedure for assigning EORI numbers in Romania

In Romania, the competent authority for registering and assigning EORI numbers is the General Directorate of Customs. EORI numbers will be requested at the regional customs directorates in whose territorial jurisdiction they are based/are established or, in exceptional cases, at border customs offices. 

The application is completed and printed in/from the national EORI application. This application is available on the website of the Romanian customs authority. 

Also, the EORI code can be obtained on the spot by the recipient from the nearest regional inland customs office.

For parcels held by customs, we will not know an estimate of the delivery term, until after the finalization of the customs documents and the payment of the customs fees by the recipient/sender related to each document.

After payment of customs duties to the customs authority, the delivery time of the package to the recipient is estimated at a maximum of 15 days.
