Romanian citizens who have permanent residence in Canada registered in their passports and have a record of landing or Canadian citizenship can restore their residence in Romania (repatriation). The request for reestablishing the domicile in Romania (repatriation) will be submitted directly to the police station in the locality where the domicile is to be established. The police station will issue the applicant with an identity card and a proof of repatriation, based on which he benefits from the customs exemptions in force. According to EEC Regulation no. 1186/ 2009 (CHAPTER I), personal goods can be imported under customs exemption. The person who changes his residence must have resided abroad for at least 12 months.

The period of time in which the goods for repatriation can be introduced into Romania is 12 months starting from the date of establishment of domicile or residence, as the case may be, on the territory of Romania.

The fact that a person has resided abroad for at least 12 months is certified by:

– The Ministry of Foreign Affairs through the repatriation certificate for citizens of other countries who change their citizenship to Romanian and for Romanian personnel sent on mission abroad;

– The Romanian Ministry of Administration and Interior for those who establish their domicile in Romania.

The period of time in which they can bring goods into Romania for repatriation is 12 months starting from the date of establishment of domicile or residence, as the case may be, on the territory of Romania.

The goods can be entered through several shipments, each time presenting the repatriation documents.

The introduction of goods is based on a written commitment regarding your intention to actually settle in Romania within a period of 6 months. The Ministry of Foreign Affairs or the Ministry of Administration and Interior of Romania will give their consent in this sense and you will submit a financial guarantee in favor of the Customs Office of destination, for the goods introduced. After obtaining the original repatriation documents, the guarantee will be returned to you.

If, by the time the container with your goods arrives, you have received from the Romanian Ministry of Administration and Interior the necessary documents for customs exemption – you do not need to present the customs guarantee.

Customs duty exemption is issued in Romania, on the basis of the Romanian passport with domicile abroad and/or on the basis of documents proving residence abroad.

The personal vehicle can be imported into the country with customs exemption, provided that the vehicles do not have a commercial purpose.

The customs legislation does not refer to the number of exempt vehicles.

Tools and equipment exempted by repatriation are considered special cases that may arise when a person repatriating wants to bring to Romania tools and equipment owned abroad. Here the situation of each asset must be analyzed to see to what extent it can benefit from the exemption.
